A career at the service of Defence and Industry
A graduate of the École Nationale des Télécommunications and a graduate of the École Nationale des Télécommunications, Édouard Valensi has devoted his career to national defense and strategic intelligence. Knight of the Legion of Honour, he is recognized for his expertise in nuclear deterrence and his pioneering role in cooperation between businesses and defense.
Nuclear deterrence expert
From 1970 to 1981, Édouard Valensi devoted himself to the programming of strategic weapons systems within the General Delegation for Armaments (DGA), where he acquired unique expertise in the forecasting of medium and long-term adverse threats. A member of the cabinet of Michel Jobert, Minister of Foreign Trade, in 1981, he was in charge of economic information and co-wrote with him the book Long Live Free Europe! in 1984.
Opening Defence to SMEs
In 1984, under the leadership of Defence Minister Charles Hernu, he became an “Industrial Project Manager”, responsible for opening up Defence to SMEs. Between 1984 and 1992, he met more than 3,000 SMEs and visited more than 300 technology companies, playing a key role in setting up successful collaborations. In 1988, he also founded the Entreprises and Defense Days, and in 1989 the Club de la Jatte, intended to support high-tech SMEs. In 1993, his role as a mediator with major Russian aerospace groups strengthened technological exchanges between France and the CEI. That same year, he published Selling to Defence, a practical guide for SMEs.
Strategic intelligence specialist and entrepreneur
At the same time, from 1992 to 1997, Édouard Valensi directed CEDOCAR (Armament Documentation Center), developing international cooperation with the United States, Russia and Japan, while creating strategic files for industrial purposes. Co-founder of Trans World Search in 2001, a consulting company specialized in economic and strategic intelligence, he supported companies in their strategic decisions for several years. His mastery of research and analysis techniques allowed him to discover rare and critical information, directly influencing the decisions made by his clients.

Édouard Valensi is the author of several reference books on nuclear deterrence, including Manual for the Use of Deterrence (2001), The Terrifying Tools of Peace (2012), Les Ergots du Coq (2013), and Prelude to Disarmament (2014). Her expertise has also been reflected in her more recent work published in the United States.
In addition to his writings on deterrence, he is the author of Selling to Defense (1988), intended to help SMEs understand the opportunities offered by Defence.
